The Passeport Talent visa and permit

If you have a work project, the renewable “Passeport Talent” can allow you to carry out the professional activity of your choice in connection with your project.

The “passeport talent” visa and permit can be granted for a period of 1 to 4 years depending on the category and the applicant’s project.

If you live in New Zealand, Western Samoa or Cook Islands, you may lodge an application at the Consulate of France in Wellington. The decision to grant this visa and permit is up to the diplomatic or consular authorities.

Your family members (spouse and dependants) can be granted a Passeport talent – family member permit. This permit entitles the spouse to work in France.

To apply under the categories listed below, you will need to provide the documents listed for that category

1. Qualified young graduates

You can apply for this type of Passport Talent if:

a) You have found employment in France and hold a Master diploma or equivalent
or
b) You have a work contract with a French young innovative company certified as so by the article 44 of the French tax code “jeunes entreprises innovantes”.

a. To apply as a qualified employee, you need:

-  A completed and signed Long Stay application form with a recent passport photograph attached
-  Passport with at least two blank pages
-  Photocopy of the photo page of your passport + photocopies of previous Schengen visas granted (if any)
-  Copy of your diploma (minimum master or equivalent, or level 1 diploma recognized by the high school conference ) obtained less than one year ago
-  Work contract (valid for more than 3 months, with an employer established in France, and with an annual salary over twice the minimum wage (SMIC)
-  Completed Cerfa n°15187*01 form
-  Up to date “K-Bis” certificate (equivalent of the NZ company extract)
-  URSSAF Certificate that the company is up to date with its employees social taxes
-  A self-addressed pre-paid courier envelope with a tracking number
-  Long stay visa fees. Please note that visa fees must be paid in cash

b. To apply as an employee of an innovative company, you need:
-  A completed and signed Long Stay application form with a recent passport photograph attached
-  Passport with at least two blank pages
-  Photocopy of the photo page of your passport + photocopies of previous Schengen visas granted (if any)
-  Your work contract (valid for more than 3 months, with an employer classified “Jeune entreprise innovante” or JEI – young innovative company and with an annual salary over two times the minimum wage (SMIC)
-  Completed Cerfa n°15187*01 form
-  Up to date “K-Bis” certificate (equivalent of the NZ company extract)
-  URSSAF Certificate that the company is up to date with its employees social taxes
-  Any relevant document showing the direct link between the applicant’s job and the company’s research and development goal
-  A self-addressed pre-paid courier envelope with a tracking number
-  Long stay visa fees. Please note that visa fees must be paid in cash

2. Highly skilled workers (Carte Bleue européenne | European Blue Card)


To apply for the European Blue Card you need:

-  A completed and signed Long Stay application form with a recent passport photograph attached
-  Passport with at least two blank pages
-  Photocopy of the photo page of your passport + photocopies of previous Schengen visas granted (if any)
-  Copy of your diploma showing at least 3 years of studies post high school OR evidence of at least 5 years of professional experience in the same field
-  Copy of your work contract signed for at least 1 year with an employer based in France and with an annual salary over 1.5 the medium gross salary (approx €35,891)
-  Completed Cerfa n°15187*01 form
-  Up to date “K-Bis” certificate (equivalent of the NZ company extract) or “carte d’artisan”
-  URSSAF Certificate that the company is up to date with its employees social taxes
-  Any evidence showing the employee’s qualification and experience for the job e.g. diplomas, certificates of employment and training, curriculum vitae (English translation is not required)
-  A self-addressed pre-paid courier envelope with a tracking number
-  Long stay visa fees. Please note that visa fees must be paid in cash

3. Employee on assignment or “mobilité intra-groupe”

You can apply for this type of passport Talent if you are assigned within the same company to a different service/firm, “mobilité intra-group” based in France AND have at least 3-month work experience in the same company.

To apply you will need:
-  A completed and signed Long Stay application form with a recent passport photograph attached
-  Passport with at least two blank pages
-  Photocopy of the photo page of your passport + photocopies of previous Schengen visas granted (if any)
-  Copy of the work contract signed with the France based company, and with an annual salary over 1.8 times the French minimum wage (SMIC)
-  Certificate of employment from the company based out of France specifying the length of service + job description and any other relevant documentation such as qualifications
-  Completed Cerfa n°15187*01 form
-  Up to date “K-Bis” certificate (equivalent of the NZ company extract)
-  URSSAF Certificate that the company is up to date with its employees social taxes
-  A self-addressed pre-paid courier envelope with a tracking number
-  Long stay visa fees. Please note that visa fees must be paid in cash

4. Researchers / Scientists

You can apply for this type of passport Talent if you are going to work as a researcher/scientist in a French Research organisation e.g. université / centre de recherche and have concluded a “Convention d’accueil”with this organisation.

To apply you will need :

-  A completed and signed Long Stay application form with a recent passport photograph attached
-  Passport with at least two blank pages
-  Photocopy of the photo page of your passport + photocopies of previous Schengen visas granted (if any)
-  Copy of your diploma minimum master or equivalent
-  Convention d’accueil : an agreement signed between the applicant and a French university or scientific organisation, signed by the president or managing director of that university or organisation and authorised by the local Préfecture
-  A self-addressed pre-paid courier envelope with a tracking number

5. Business start-up

You can apply for this type of passport Talent if you have a Master diploma (or equivalent) or 5 years work experience and can justify an innovative and serious start up project in France.

To apply you will need:
-  A completed and signed Long Stay application form with a recent passport photograph attached
-  Passport with at least two blank pages
-  Photocopy of the photo page of your passport + photocopies of previous Schengen visas granted (if any)
-  Copy of your diploma minimum master or equivalent or documents showing 5 years work experience
-  Supporting documentation related to your project
-  Supporting documentation showing an investment in France of more than 30,000 euros
-  A self-addressed pre-paid courier envelope with a tracking number and the applicant’s address
-  Long stay visa fees. Please note that visa fees must be paid in cash

6. Innovative economic project

You can apply for this type of passport Talent if you have a an innovative and economically viable project in France recognized by a public institution in France (e.g. local authorities, universities, government agencies, national grants, ).

To apply you will need:
-  A completed and signed Long Stay application form with a recent passport photograph attached
-  Passport with at least two blank pages
-  Photocopy of the photo page of your passport + photocopies of previous Schengen visas granted (if any)
-  Supporting documentation proving the innovative nature of the project e.g. topic, type of action, proposal title, duration…)
-  Supporting documentation showing that the innovative nature of the project has been recognized by a public institution e.g. French Tech laureate, European grants…
-  Supporting documentation showing enough funds to support yourself (and your family) in France while working on the project
-  A self-addressed pre-paid courier envelope with a tracking number
-  Long stay visa fees. Please note that visa fees must be paid in cash

7. Investor

To apply you will need:
-  A completed and signed Long Stay application form with a recent passport photograph attached
-  Passport with at least two blank pages
-  Photocopy of the photo page of your passport + photocopies of previous Schengen visas granted (if any)
-  Supporting documentation that you:
1. Are investing in a company where you have a sustainable interest and are investing at least 10% of its capital or you are personally managing the company and own more than 30 % of its capital
and
2. Are creating / maintaining existing jobs for, at least, the next 4 years
and
3. have committed to or will commit to invest at least 300 000 euros in France e.g. tangible assets – hardware, land, equipment … and intangible assets - patent, software, business assets

8. Company representative

To apply you will need:
-  A completed and signed Long Stay application form with a recent passport photograph attached
-  Passport with at least two blank pages
-  Photocopy of the photo page of your passport + photocopies of previous Schengen visas granted (if any)
-  Supporting documentation proving that you are a company representative for a company based in France
-  A salary three times the minimum wage in France
-  3 months minimum working as a company representative for this company
-  A self-addressed pre-paid courier envelope with a tracking number
-  Long stay visa fees. Please note that visa fees must be paid in cash

9. Performer / artist

You can apply for this type of passport Talent if you are a performer, an artist or an author who will be performing/working in France for at least 3 months.

To apply you will need:
-  A completed and signed Long Stay application form with a recent passport photograph attached
-  Passport with at least two blank pages
-  Photocopy of the photo page of your passport + photocopies of previous Schengen visas granted (if any)

-  If you are under contract:
1. Copy of your contract showing you will stay in France for at least 3 months as a performer/artist
2. Earning more than 70% of the French minimum wage
3. Completed Cerfa n°15187*01 form
4. Up to date “K-Bis” certificate (equivalent of the NZ company extract)
5. URSSAF Certificate that the company is up to date with its employees social taxes

-  If you are not under contract:
1. Supporting documentation proving that you are a performer/artist and describing your artistic project in France
2. Earning more than 70% of the French minimum wage or personal funds

-  A self-addressed pre-paid courier envelope with a tracking number
-  Long stay visa fees. Please note that visa fees must be paid in cash

10. Person internationally or nationally renowned in their field of expertise – science, literature, arts, education, sports, etc.

To apply you will need:
-  A completed and signed Long Stay application form with a recent passport photograph attached
-  Passport with at least two blank pages
-  Photocopy of the photo page of your passport + photocopies of previous Schengen visas granted (if any)
-  Supporting documentation proving the international or national fame/field of expertise e.g. letters of reference, previous contracts, newspaper articles, etc.
-  Supporting documentation describing your project in France e.g. work contract
-  Having enough funds to support yourself/your family while in France
-  A self-addressed pre-paid courier envelope with a tracking number
-  Long stay visa fees. Please note that visa fees must be paid in cash

11. Bringing your family

If you are applying for one of the Passport Talent stated above, you will be able to bring your family with you – spouse and children less than 21 year-old.

To apply you will need:
-  A completed and signed Long Stay application form with a recent passport photograph attached
-  Passport with at least two blank pages
-  Photocopy of the photo page of your passport + photocopies of previous Schengen visas granted (if any)
-  original + copy of your marriage certificate
-  original + copy of each birth certificate
-  A self-addressed pre-paid courier envelope with a tracking number
